Win7 Ult Not Reporting Correct CPU Rate

It seems Win7 wants to look at the normal step speed of the CPU
So like if you use bios step 8 at 400MHz for FSB of 1600
Win7 will report bios step 9 or 3600 for a q6600 cpu
This may mean I have a necessary service disabled
or Win7 will only look at the recommended step speed.
Not exactly sure why yet.

It seems NovaBench is fetching the CPU
speed from the registry which happens in my case
to be wrong.

My actual CPU speed is 400 x 8 or 3200 and not 3600.
